Bing Places is where a business can claim and manage its listing information. Bing Maps is one of the places customers may see that information. I treat them as one connected service: review the listing, correct the details and check what a customer actually sees in search and Maps.
I would usually correct the basic listing before recommending a large ongoing budget. An accurate Bing listing gives customers another reliable way to find and contact you. Whether it deserves more investment depends on your markets, existing Bing traffic and the quality of enquiries. I will recommend a proportionate scope rather than sell Bing as a replacement for Google.
