Google Ads leads are poor quality: what I check before changing the budget

A cheaper enquiry is not always a better enquiry. I connect campaign decisions with what happens after the form is submitted.

1. Agree what poor quality actually means

I ask the business to separate spam, wrong-service enquiries, wrong locations, unsuitable budgets and genuine prospects that did not buy. Those are different problems. A decision-maker who needs six months to approve a project is not the same as a bot submission.

I prefer a simple shared definition: the service required, area served, commercial fit and next meaningful step. Sales should be able to apply it consistently. If one person marks every unanswered call as unqualified while another waits a week, the resulting report will mislead the campaign team.

For the first review, I request a representative sample of recent enquiries with identifying details removed where possible. Useful fields include the date, campaign where known, service requested, qualification status, reason and follow-up outcome. I do not need a list of customers’ private conversations to spot a repeated mismatch.

2. Compare the cost of suitable enquiries

Consider this worked example, not a client result. Two campaigns each spend $1,000. Campaign A brings 50 enquiries but only 5 meet the agreed criteria. Campaign B brings 20 enquiries and 10 qualify. The lower cost per enquiry belongs to A; the lower cost per qualified enquiry belongs to B.

I would still inspect sales value, sample size and the time needed to close before moving the budget. Ten qualified leads do not automatically mean ten customers. This is why analytics and lead measurement should support the advertising decision rather than stop at a form-submit count.

3. Trace the mismatch to the traffic and the offer

I review the search terms available in the account, campaign type, location settings, devices and landing pages. I look for patterns rather than declaring one keyword match type responsible for every bad lead. A relevant query can still reach an offer that is too vague.

  • Wrong service: compare query intent, ad wording and the service described above the form.
  • Wrong area: check geographic settings and whether the page explains actual coverage.
  • Wrong budget: explain scope or minimum engagement where that genuinely applies.
  • Job seekers or suppliers: separate those routes from the customer enquiry path.
  • Spam: inspect form validation and submission patterns before treating it as a keyword problem.

I add exclusions when the evidence supports them, but avoid blocking an entire useful theme because of one enquiry. The keyword strategy and landing-page message need to be reviewed together.

4. Check what the campaign is learning from

I inspect the conversion actions used by the campaign. Does a button click count as a lead? Can the same submission fire twice? Are enquiry and sale events being reported as if they were interchangeable? These checks belong before an argument about whether the bidding system is working.

Google Ads distinguishes qualified leads and converted leads, allowing businesses to provide information about later stages. I would choose an outcome that the business can record reliably, then test the connection before relying on it for optimisation.

Enhanced conversions can support measurement using first-party data. Implementation needs appropriate data handling and compliance with the applicable policies; hashing is not a reason to skip those checks. I work with the account owner and their technical team to decide what is suitable.

5. Test the enquiry experience and follow-up

I submit a test through the agreed testing route, check that it reaches the right person and review the confirmation message. A genuine enquiry that never arrives in the inbox is a delivery issue. A prospect contacted after they have already chosen someone else is not necessarily a targeting failure.

I ask the team to record when contact was attempted and why an opportunity was lost. The answer may be availability, a confusing offer or the wrong service package. Those findings can improve the page and sales process without increasing spend.

For the next review period, I choose a small number of evidence-led changes and keep a change log. I compare similar periods, allow for the sales cycle and check both volume and quality. In Google Ads management, the useful question is whether we are generating more suitable opportunities at a sustainable cost, not whether the dashboard looks busier.

Common questions

Should I add more fields to the form?

Only when they help qualify the enquiry without creating unnecessary friction. I might ask for the service or business website, then compare completion and qualification rates. A longer form is not automatically better.

Will switching to exact match solve lead quality?

It may address some mismatches, but it does not fix a vague offer, broken tracking or slow follow-up. I choose targeting changes from the account evidence.

Can AI bidding optimise for better leads?

It needs a useful and reliable outcome signal. I first check the conversion setup and whether later-stage lead information is consistently available, rather than assuming more automation fixes missing feedback.

What if I do not have a CRM?
